1) Log Out Of Steam, Exit Steam, Then Restart And Log Back In 2) Right Click The Games Icon Or Name And Select Properties, Then Go To The 'Updates' Tab, And Unclick 'Enable Steam Cloud Synchronization For Democracy 3'.
